In order to implement the requirements of the State Council's "14th Five-Year Plan" Comprehensive Work Plan for Energy Conservation and Emission Reduction, the Green and Efficient Refrigeration Action Plan of the National Development and Reform Commission and six other ministries, and the Guangdong Provincial "14th Five-Year Plan" Implementation Plan for Energy Conservation and Emission Reduction, significantly improve the energy efficiency level of the province's refrigeration sector, accelerate ecological civilization construction, promote green living, green production, and green consumption, and promote high-quality development, we have formulated the Guangdong Provincial Green and Efficient Refrigeration Action Plan (2023-2025). Guangdong Provincial Green and Efficient Refrigeration Action Plan (2023-2025)
In order to implement the requirements of the State Council's "14th Five-Year Plan" Comprehensive Work Plan for Energy Conservation and Emission Reduction, the Green and Efficient Refrigeration Action Plan of the National Development and Reform Commission and six other ministries, and the Guangdong Provincial "14th Five-Year Plan" Implementation Plan for Energy Conservation and Emission Reduction, significantly improve the energy efficiency level of the province's refrigeration sector, accelerate ecological civilization construction, promote green living, green production, and green consumption, and promote high-quality development, this action plan is formulated.
I. Significance
Refrigeration products and cooling services are important areas for meeting the needs of a better life and consumption upgrades for people in the southern climate zone. Guangdong is the province with the highest energy consumption in refrigeration, and its growth rate is fast and its energy-saving potential is large. Refrigeration electricity consumption accounts for more than 15% of the province's total social electricity consumption, with an average annual growth rate of nearly 20%. The electricity load of air conditioning in large and medium-sized cities in the province accounts for about 60% of the summer peak load, and the supporting refrigeration electricity load of industrial parks accounts for about 40% of the production electricity load on average. In some industrial clusters, it has reached nearly 60% of the electricity load. The energy-saving space of major refrigeration products can reach 30-50%. The implementation of the green and efficient refrigeration action in our province is of great significance to promoting energy conservation and emission reduction, responding to climate change, cultivating new momentum for green development, and promoting the high-quality development of the refrigeration industry.
II. Overall Requirements
(I) Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th National Congress of the Communist Party of China, thoroughly implementing Xi Jinping's ecological civilization thought and General Secretary Xi Jinping's important speeches and instructions on Guangdong, based on the new development stage, comprehensively, accurately, and fully implementing the new development concept, with market-led, government-guided, standard-first, and coordinated promotion, improving incremental and optimizing existing stock as the principles, significantly improving refrigeration energy efficiency and green levels, guiding green operation and maintenance of cooling systems, expanding the supply of green products, and expanding the green consumption market, achieving high-quality and green development of the refrigeration industry, and meeting the people's ever-growing needs for a better life.
(II) Main Objectives
By 2025, the market share of high-efficiency and energy-saving refrigeration products such as household air conditioners and multi-unit systems will increase by 20% compared with 2020; fully implement relevant standards such as "Energy Efficiency Limit Values and Energy Efficiency Grades for Chillers" and "General Specifications for Building Energy Efficiency and Renewable Energy Utilization"; energy efficiency of large public buildings and industrial park refrigeration systems will be improved by 20%; the annual average operating energy efficiency ratio (EERao) of newly built central air conditioning conventional electric refrigeration rooms will be greater than 5.0, and refrigeration rooms with EERao less than 4.0 will be gradually transformed (excluding cold storage systems); efforts will be made to improve energy-saving and emission-reduction intelligent operation and control and green operation and maintenance levels, the overall comprehensive energy efficiency level of cooling systems will be improved by more than 25%, the digital intelligent control rate of refrigeration rooms, cooling systems, and cold end users will reach more than 20%, and the user satisfaction of regional centralized cooling will be significantly improved.
III. Main Tasks
(I) Strengthen the Leading Role of Energy Efficiency Standards
Lead the green and efficient development of the refrigeration field with technical standards. Combine the actual situation of our province to study and formulate technical standards for cooling system energy efficiency limit values, air conditioning refrigeration room system energy efficiency monitoring, etc., and promote the efficient and refined transformation of system operation and maintenance management. Guided by the principle of adapting measures to local conditions and efficient supply and demand matching, formulate design specifications for centralized and decentralized cooling in production and living areas. Formulate supporting technical standards for green design, manufacturing quality, system optimization, economic operation, testing and monitoring, and performance evaluation of refrigeration products and systems in public buildings, industrial plants, data centers, cold chain logistics, combined heat and power generation, etc. According to the newly revised and revised national product energy efficiency standards, eliminate 20-30% of inefficient refrigeration products. Encourage associations, societies, alliances and other social organizations to formulate group standards for green technologies, innovative products, after-sales service, recycling and dismantling, and reuse in the refrigeration field. Encourage leading enterprises to formulate enterprise standards that are stricter than national standards and strive to be "leaders" in enterprise standards.
Strengthen the adoption of energy efficiency standards, and use them as an important technical basis for energy-saving review, government procurement, energy-saving technological transformation, testing and certification, market supervision, and the creation of various green and low-carbon demonstrations, so as to effectively promote the implementation of energy efficiency standards. Organize energy efficiency benchmarking of regional centralized cooling projects to establish industry benchmarks. Carry out standard publicity and training, and strengthen the capacity building of energy-using units, refrigeration product enterprises, cooling service companies, and regulatory personnel.
(II) Improve the Supply of Green and Efficient Technologies
Implement the "Green Industry Guidance Catalog" and promote policy and financial support for related green industries. Timely include advanced and applicable green and efficient refrigeration technologies in the "Guangdong Provincial Recommended Catalog of Energy-Saving Technologies and Equipment (Products)" to promote the application docking of green technologies and industrial projects. Accelerate the promotion of high-efficiency energy storage, cold storage, digital control platforms, and prefabricated high-efficiency refrigeration room technologies. Increase investment in the research and development and transfer and transformation of key generic technologies such as variable frequency control, high-efficiency compressors, compact and lightweight high-efficiency heat transfer, high-performance lubricants, new cold storage materials, high-precision testing and evaluation, quantity value transfer methods, multi-energy complementation, and digital intelligent optimization, and promote the exploration and reserve of revolutionary technologies.
Encourage refrigeration product manufacturers to significantly increase the proportion of green high-end products such as variable frequency and precise temperature (humidity) control. Encourage manufacturers to provide customized and precisely matched green and efficient refrigeration systems for industrial and commercial users, and promote the transformation from "manufacturing" to "products/engineering + services". Encourage refrigeration product manufacturers to create green factories and strictly control the leakage and emission of refrigerants during production.
(III) Promote Green and Efficient Cold Consumption
Improve the government procurement system for energy-efficient and environmentally friendly products and the green construction standards for state-owned enterprise cooling stations, expand the scope of government green procurement, and increase government procurement support for green and efficient cooling innovation products. Promote the "Guide to Green Procurement for Enterprises (Trial)", and take advantage of the opportunity for large-scale retirement of industrial and commercial refrigeration systems in our province to encourage large-scale procurement enterprises to increase the procurement proportion of green and efficient refrigeration products through voluntary energy-saving commitments and participation in promotion initiatives. In engineering project bidding, encourage bidders to include the green, energy efficiency, and carbon reduction indicators of the entire life cycle of the cooling system as important conditions in the comprehensive evaluation criteria for products, and improve the weight of energy efficiency indicators. Promote the public disclosure of energy consumption and carbon emissions data for cooling station cooling projects, and explore the entry of cooling projects into the carbon trading market.
Encourage localities with the conditions to implement measures such as "energy-saving and people's livelihood subsidies," "energy-saving revitalization of rural areas," and "old-for-green" to support residents in purchasing green and efficient refrigeration products and updating and replacing old and inefficient refrigeration products through subsidies and rewards. Strictly implement the statistical survey system for sales of high-efficiency and energy-saving home appliances, encourage various regions to improve promotion policies, encourage retail enterprises and e-commerce platforms to open special sales areas for green products, and concentrate on displaying and selling green and high-efficiency products, significantly increasing the proportion of green and high-efficiency products during promotional periods such as "6.18" and "Double Eleven." Promote the contracted energy management model for industrial and commercial cooling stations and cooling systems, strengthen energy-saving skills training for public institutions, commercial complexes, commercial hotels, and large building business management, require operation and after-sales service personnel to strictly implement operating procedures, and ensure the efficient and economical operation of refrigeration equipment.
(4) Promote energy-saving technological transformation
Strengthen systematic energy-saving transformation in the refrigeration field, focusing on supporting key demonstration projects such as energy-saving transformation of central air conditioning systems, energy efficiency improvement of data center refrigeration systems, transformation of park refrigeration systems, and green transformation of cold chain logistics. Demonstration projects need to build a digital intelligent control platform, optimize the matching of supply and demand, achieve economical system operation, and significantly improve the system's energy efficiency and green level.
Implement central air conditioning energy-saving transformation projects, supporting the updating and elimination of inefficient equipment in key areas such as public institutions, large public buildings, subways, high-speed railways, and airports, and key manufacturing industries such as automobiles, food, electronics, and biopharmaceuticals. Utilize intelligent digital control, pipeline optimization, energy recovery, energy storage and cold storage, natural cold sources, multi-energy complementation, and natural ventilation technologies for transformation and upgrading. In areas with conditions, promote the use of air conditioning in some time and some space.
Implement the energy efficiency improvement project for data center refrigeration systems, implement the "Implementation Plan for Promoting High-Quality Development of Green Data Centers and 5G and Other New Infrastructure in Accordance with the Requirements of Carbon Peak and Carbon Neutrality Goals" (Development Reform High-Tech [2021] 1742), support old data centers (including public institution data centers) to carry out energy-saving and green transformation projects, strengthen optimization and upgrading in equipment layout, refrigeration architecture, and peripheral protective structures, encourage the use of liquid-cooled servers, heat pipe backplanes, indirect evaporative cooling, row-level air conditioning, automatic sprinkler systems, and other high-efficiency refrigeration systems, and adopt natural cold sources in a way that suits local conditions, promoting efficient synergy with mechanical refrigeration, and significantly improving the energy efficiency of data centers.
Implement park refrigeration transformation projects, supporting localities with conditions to select commercial gathering areas, industrial parks, concentrated administrative centers, and leisure and resort areas with large cooling demands and concentrated loads, and to comprehensively design economically feasible regional centralized cooling transformation plans. Explore the integrated use of cooling technology and renewable energy to mitigate the urban heat island effect and improve the comprehensive energy utilization efficiency of cooling systems.
Implement green transformation projects for cold chain logistics, supporting leading cold chain logistics enterprises in the fields of agricultural products, food, and medicine to concentrate on replacing green and high-efficiency refrigerators, refrigerated display cabinets, commercial refrigerators, refrigerated trucks, and cold storage equipment and facilities. Establish a cold chain logistics energy consumption control center and use technologies such as the Internet of Things and precise temperature (humidity) control to achieve a double reduction in costs and spoilage rates.
(5) Actively promote the application of digital energy-saving technology
Give full play to the role of the Guangdong Provincial Digital Energy-Saving and Carbon Reduction Industry Alliance platform, promote the construction of pilot projects, and promptly summarize and accumulate experience in scheme selection, project management, financing methods, digital control, and green maintenance. Actively promote it throughout the province through various forms such as on-site observation meetings and demonstration achievements. Actively research and apply advanced and applicable digital energy-saving management and control systems, vigorously promote green energy-saving design and green operation and maintenance control, and promote cooling station energy efficiency management and improvement, energy-saving, emission reduction, and carbon reduction synergy and efficiency improvement of cooling systems, advanced energy control and management on the user side, and the integration of urban energy new and traditional industries, significantly improving the intelligence level, digital level, and operating efficiency of the cooling field.
(6) Deepen international cooperation
Actively implement relevant requirements such as the national "Guiding Opinions on Promoting the Construction of a Green "Belt and Road" and the "Belt and Road" Green and Efficient Refrigeration Action Initiative, conduct a bottom-up monitoring of the refrigeration energy efficiency in our province and benchmark against international advanced levels, explore and learn from the "green operation and maintenance certification and supervision" model in Singapore, Malaysia, and Hong Kong, give full play to the advantages of the Pearl River Delta region's location in the construction of the "Belt and Road", support the facilitation of green product trade, encourage the "introduction and export" of green and efficient refrigeration products, cultivate and expand the market share of Guangdong products in the global green and efficient refrigeration market, and promote the benefits of high-quality refrigeration products to the world.
IV. Supporting Measures
(1) Strengthen supervision and management
Strengthen supervision and management of the energy efficiency of refrigeration systems in the energy efficiency assessment and energy conservation supervision of key energy-consuming units. In energy conservation review and mid- and post-event supervision, strengthen the review and verification of refrigeration system and cooling operation and maintenance energy-saving measures by benchmarking against advanced standards. Strengthen the data collection, statistical monitoring, and analysis and prediction of cooling operation and maintenance control, and scientifically evaluate the level of cooling energy efficiency management in different regions and fields. Actively cooperate with the state in severely cracking down on behaviors such as false energy efficiency labeling of products, falsification of certification and testing, and false advertising, improve the system for publishing the results of supervisory inspections, include inspection results and administrative penalty information in the credit information disclosure system, and implement joint punishment. Strengthen the mechanism for pursuing quality responsibilities. Products that do not meet mandatory energy efficiency standards shall be recalled by the manufacturing enterprises within a time limit, and enterprises with serious offenses shall be ordered to suspend production and rectify. Encourage social supervision such as consumer, third-party, and enterprise mutual inspections, guide industry self-discipline, and regulate market behavior.
(2) Improve policy measures
Implement existing supporting policies such as financial and tax and financial support for the development of the green industry, encourage various cities and green financial institutions in the province to further innovate support methods for green and efficient refrigeration products, and expand support channels. Implement peak and valley time-of-use electricity price policies, increase the implementation of peak and valley gas prices, and encourage the implementation of market-oriented seasonal price difference policies for natural gas. Enterprises that purchase and actually use green and efficient refrigeration products and equipment and clean energy air conditioners that meet the provisions of the "Catalog of Enterprise Income Tax Incentives for Energy-Saving and Water-Saving Special Equipment" shall enjoy enterprise income tax exemption policies in accordance with the law. Guide banking financial institutions to support financing for green and efficient refrigeration production enterprises and transformation projects, effectively implement the "Green Credit Guidelines," and create a green channel for financing through accounts receivable mortgage guarantees for refrigeration system contracted energy management projects. Actively seek and utilize low-interest loans and grant funds from international financial institutions to implement refrigeration energy efficiency improvement and environmentally friendly refrigerant replacement.
(3) Actively publicize and guide
We will strive to mobilize the enthusiasm, initiative, and creativity of all sectors of society, and work to create a sound pattern of energy and cooling conservation in which the government actively promotes, enterprises actively self-regulate, society coordinates comprehensively, and the public participates widely. We will advocate "green cooling for all," guide thrifty, civilized, moderate, and reasonable consumption patterns, and create a social atmosphere of green consumption. We will use various media, especially new media, to popularize knowledge of green consumption, promote green and energy-efficient air conditioning usage, publicize advanced models, and expose substandard products and services. During National Energy Conservation Publicity Week, National Low-Carbon Day, and World Environment Day, we will hold various themed publicity activities and conduct concentrated publicity.
